Educational services are in this firm's registered name, not appended to it. e2services was incorporated in 2007 as a consultancy with two arms — engineering and education — on the view that Nepal's infrastructure deficit is also a skills deficit, and that a consultant who only ever hands over a report has solved half the problem.

The Educational Department delivers project-related technical training, community technician and foremen programmes, water quality and construction skill workshops, and seminars for agencies and local partners. The programmes work best when they are tied to live projects, because participants learn a method on the site where they will use it, against real ground conditions rather than a classroom abstraction.

For local governments taking on infrastructure responsibilities they were not resourced for, the constraint is often not budget but capability — nobody on staff who can review a DPR, specify a survey, or judge whether supervision is being done properly. Custom organisational capacity programmes address exactly that gap.

The department also supports handover on our own technical assignments. A GIS database, a monitoring installation or an O&M programme delivered without training the people who inherit it is a deliverable that degrades from the day it is signed off.
