Assignment overview
Hill irrigation is a different planning problem from the Terai. Command areas are small and fragmented, sources are numerous and seasonal, and conveyance losses over long hillside canals often decide whether a scheme is worth building at all.
The Nuwakot master plan inventoried existing systems, assessed source reliability, and prioritised development options against those constraints rather than against command area alone.
Delivered for the Water Resources and Irrigation Development Division, the plan gave the district a programmable basis for staged investment.
